History

Named in 1938 by U.S. Coast and Geodetic Survey (USC&GS) for Commodore Joseph Billings, Imperial Russian Navy (IRN), an Englishman who commanded a Russian exploring and surveying expedition in the Bering Sea from 1790 to 1792.
