Named in 1924 by U.S. Geological Survey (USGS) for "Privy-Councilor Edward de Stoeckl, Russian Minister to the United States, who signed the convention ceding Alaska on March 30, 1867"; published in 1927 on International Boundary Commission (IBC) Sheet 3 (1951 atlas).
