Named for Ensign William Lauriston Howard, 1860-1930, U.S. Navy (USN), who, while with Lieutenant G. M. Stoney's naval %xpedition to northern Alaska, made an expedition from Fort Cosmos, on the Kobuk River, to Point Barrow. Howard's route carried him through this Pass on April 21, 1886 (Stoney, 1900, p. 66-77). The name first appears on a fieldsheet by Gerald FitzGerald, U.S. Geological Survey (USGS), in 1925.
